The Community Development Block Grant (CDBG) Program is funded by the Department of Housing and Urban Development. The CDBG funds are used to provide affordable housing, rehabilitate existing residences, provide public services to families, seniors and youth, and to provide programs for the homeless and those threatened with homelessness.
5-Year Regional Consolidated Plan
For the 2020-2024 consolidated planning cycle, the County of Ventura, on behalf of its entitlement area (the unincorporated portions of the County and the Cities of Fillmore, Moorpark, Ojai, Port Hueneme and Santa Paula), and the Cities of Camarillo, Oxnard, San Buenaventura (Ventura), Simi Valley and Thousand Oaks are collaborating to jointly develop a five-year Regional Consolidated Plan (2020-2024) and Analysis of Impediments to Fair Housing Choice.
The City and County are seeking resident feedback in developing its FY 2020-2024 Regional Consolidated Plan. Input will help inform our Regional Consolidated Plan, which will prioritize local investments of HUD grant funding, including Community Development Block Grant (CDBG), over the next five year planning period.

Additionally, the public is welcome to attend a Community Meeting is scheduled for Tuesday, September 24, 2019, from 5:00 p.m. until 7:00 p.m. at the Camarillo Public Library. View the Meeting Flyer.

In general, the Regional Consolidated Plan identifies the needs (e.g., housing, public services, homelessness) and sets the goals for our region, so that the City may use the annual Community Development Block Grant to fund projects and programs that move us closer to achieving the goals set forth in the Regional Consolidated Plan.

The Camarillo Consolidated Annual Performance and Evaluation Report (CAPER) provides a general assessment of activities undertaken during the year to address priorities, goals, and objectives identified in the City of Camarillo’s Consolidated Plan. In addition, actions taken to affirmatively further fair housing, provide affordable housing, address the Continuum of Care, and leverage resources are described in the report. The remaining sections of the CAPER address specific projects and accomplishments in the Community Development Block Grant (CDBG) programs during the Program Year. Every 5 years, the Consolidated Plan is reviewed and updated. The Plan is currently being updated. To meet this requirement, the City is participating with several other jurisdictions in the county, with the County of Ventura taking the lead of the new 5-year Consolidated Plan.
